Want to dye my hair two tones lighter than the natural black?

I want to dye my hair two tones lighter than the natural black i have .All i want to ask is what Percentage of developer should i use , presently i am using 20%.I have seen in the beauty saloons that they use 40% developer for giving streaks in the dark hair.

But i donot want streaks i want a global tone ,two tones lighter than my original one.
